This definitely starts out at the main rail station in Kyoto, heading east. I believe it is the Kosei Line, which goes NE to Omi-Shiotsu Station in Nishiasai, Shiga.

I'm only 100% sure of the starting point in Kyoto. The rest is my best guess from clues in the video.

No, sorry, I'm wrong.
It's the Biwako Line segment of the T?kaid? Line. This segment runs NE from Kyoto to Maibara:
