2.1 The USA and Emmissions:  The US didn't ratify the Kyoto agreement to cut CO2 emissions, and the White House is still resistant to binding targets. But American public opinion is shifting.

2.2 Islands - Victims of Climate Change:  The latest IPCC report identifies low lying island states as the victims of climate change, yet their emissions are negligible. These nations say they struggle to get their voices heard.

2.3 India and the USA - an 'Unholy' Alliance:  The US is saying they will only sign up to binding targets if India and other big emitters do. But India says it is emissions are negligible in per capita terms, and tackling poverty through development is the priority. Two nations in an "unholy" alliance, holding out against massive pressure.
