Here is link for the ini file to unlock the frame rate
1.Download the user.ini file from the link
2.Put the user.ini in your dead rising 3 install folder(whatever folder 
 has the game icon to start the game).
3.start the game 
  
Here is some gameplay just to show you the difference,it is a small difference,but we all know that every little bit counts. The game developers wont do it for us so we have to keep supporting ourselves.
